Training funds Efling

The Education Fund Efling and public wage payers is for those who work in the public labor market, at the City of Reykjavík, other municipalities and the state, together with other parties with which Efling makes collective agreements and takes into account the collective agreements of the aforementioned parties, such as nursing homes, independently operating kindergartens and Faxaflóahafnir.


It is possible to apply for grants for course administration or other educational activities.

Allocation rules

Managers at institutions and workplaces of their employers who are parties to the fund can apply for grants from the fund to finance training projects for that group of staff that is funded by the fund. Grants are awarded to the employer in total, for specific sectors or workplaces as appropriate. It is necessary to apply for a grant with the support of the managers of the relevant department and the human resources department where applicable.

  1. What is funded:
  2. Grants are awarded for organized training by public employers concerning their employees and are referenced in a work plan or training plan.
  3. The training can be in the form of an on-site course, a distance learning course, or digital training as appropriate.
  4. The projects can reach the entire workplace, or specific areas, employee groups or job positions.
  5. If the project extends to parties other than Eflingfélaga, the grant is paid proportionally in accordance with the proportion of Eflingfélaga in the participant group (on-site training) or target group (digital education).
  6. Grants are provided to finance external assistance from professionals for needs analysis of training. Needs analysis refers to a detailed analysis of training needs of employee groups, departments or workplaces. The analysis should be accompanied by a training and cost plan together with a proposal for training providers to meet the results of the needs analysis. The following applies to grants for needs analyses:
  7. The grant amount is up to 50,000 krona for each member who participates in the project.
  8. The grant for needs analysis is at most 3,000,000 kr., but not higher than the cost of the project.
  9. It is desirable that the entire staff group, department or workplace participates in the project so that it is funded, unless there are specific reasons for the project to reach only Eflingfélaga.
  10. Only one grant is provided for a needs analysis for each organizational unit unless major changes have occurred at the workplace that require a different needs analysis.
  11. Grants are provided for internal education of institutions, according to the following rules:
  12. A special agreement has been made with the institution regarding the grants due to internal training and it has been placed under the supervision of the vocational education fund Efling and public wage payers for approval. The fund's board reserves the right to incorporate other provisions and clauses into the draft agreement, if the fund deems it necessary.
  13. The grant is aimed solely at the employees (participants) of the institutions who are members of Efling trade union that belongs to the funds. The grant is paid out evenly at the end of the training period specified in the agreement.
  14. The institution submits a formal schedule of the course(s) with dates and times, and it is part of the agreement. The fund must be notified of any changes to the schedule.
  15. A participant attendance list, approved by the company's teacher/supervisor, is required before the grant is disbursed.
  16. The vocational training fund reserves the right to inspections/visits while the course(s) are ongoing.
  17. No costs are paid for room rental (training facility) or for catering.
  18. The grant is based on each taught hour of work-related training, maximum 12,500 ISK per training hour. Included in this amount is a fee for preparation.
  19. The grant amount is up to kr. 30,000 per member/calendar year. Example: an institution with 30 members can at most receive kr. 900,000 per calendar year.
  20. There are no subsidised course hours that have fewer than 5 students.
  21. It is possible to receive a grant of ISK 700 per student/course, provided the total grant amount does not exceed the limit according to clause ii.

  22. The application must be completed and send to Efling – trade union, through the portal on the union's website. For the application to be considered valid, it must be accompanied by:
  23. Description of the program/project, its organization and objectives.

  27. Information about the project responsible party at the workplace.
  28. Approval of the manager and the human resources department as appropriate.
  29. Number of employees at the workplace or work group
  30. Number of union members in Efling.
  31. Information about parties who will be involved in needs analysis or providing training (both internal and external).

  35. Vegna þarfagreiningaverkefna skal sækja um styrk áður en farið er af stað í verkefnið og skal verkefni hefjast innan við 12 mánuðum eftir að umsókn er samþykkt.

    Uppgjör fer fram þegar námi eða verkefni er lokið og staðfesting á kostnaði og þátttöku hefur verið lögð fram ásamt stuttri greinargerð um framgang námsins eða verkefnisins. Tilgreina þarf nöfn og kennitölur þeirra félagsmanna sem hafa nýtt sér námið àður en styrkur er greiddur, nema þegar um er að ræða framleiðslu á stafrænni fræðslu, þá þarf að greina frá hlutfalli félagsmanna í markhópi fræðslu.


  36. No more than 12 months may pass from the completion of the project until a refund application is submitted, and settlement shall be carried out within 12 months of the grant award.


The same criteria regarding the above conditions apply to all wage payers who contribute to the fund.


After the data related to the trip have been approved by the education fund board, union members Efling, each individually, can begin applying for grants for travel and accommodation costs that are paid as an individual grant.
